It was initiated in 2020, which targets children with mild Attention Deficit/ Hyperactivity Disorder (ADHD) with no or mild co-morbidities as a start. New case intake is done by the Psychiatric out-patient clinic and the case will be seen by a trained Paediatric doctor and Paediatric Nurse, with support from various allied health professionals, including Psychiatric nurses, Red Cross School teachers, Occupational therapists, Speech therapists and Clinical psychologists. The Department has been active in promoting community involvement in child care. Our community paediatric doctors work closely with local education authority and social services.

We are one of the four pilot clusters to roll out the service of Integrated Care and Community Support for Children with Special Health Care Needs (ICCS). Since 2014

Close links with integrated family service centres and NGOs enhances training and education for staff as well as enhancing the care and welfare needs of children. Examples of community services include:

  • Partnership projects with NGOs

Comprehensive Child Development Service (CCDS)

Comprehensive Child Development Service (CCDS) was first piloted in Kowloon East Cluster in 2005 and in full service in 2007. This involves interdisciplinary collaboration among the Departments of Paediatrics and Adolescent Medicine, Obstetrics and Gynecology and Psychiatry in Hospital Authority, Department of Health and Social Welfare Department in offering holistic management to the high-risk pregnancies (substance abuse, mental disorder and teenage) and their children.

Partnership with various NGOs in the community in improving parental competency and networking, safeguarding the safety, welfare and optimal development of the vulnerable children in KEC.

CCDS in KEC was the pioneer in collaboration with Hong Kong Lutheran Social Service which has been providing an integrated program to children born to soft drug abusing mothers since 2010. This integrated program has successfully improved the developmental outcomes of the children, lowered the risk for child abuse and has also impacted on the resource allocation for the 11 Counselling Centre for Psychotropic Substance Abusers (CCPSA) in supporting soft drug abusing mothers in the territory.

Child Protection Team

The sociodemographic data of Kwun Tong is remarkable. It has the highest number of persons residing in public housing (17.8%), new arrivals (10.8%), single parent families (10.8%), persons on Comprehensive Social Security Assistance (13.3%), poverty households (52,100), poverty population (132,200), poverty rate (19.9%), and lowest average household income. It is with this background that we take care of the vulnerable children and families in crisis. We received the highest number of child abuse admissions (192 in year 2022) compared to other districts. Through hospital team work (doctors, nurses, social workers, psychologists, child life specialists, etc.), our collaboration with other sectors (education, statutory social work service, NGOs and law enforcement) has been exemplary amongst other Hong Kong districts. Our department has a very strong representation in child protection work amongst HA Paediatrics Departments. We work with partners beyond HA to establish territory-wide procedural guides, advocating for child’s best interest and in the sharing of experiences with professionals.
